- 7.1 How can we record PEP courses on the ILR?
-
Courses chosen for ALR-funded PEP generally need to be accredited and have a Learning Aim Database (LAD) reference number valid for ALR. This will be entered onto the Individual Learner Record (ILR).
The unit-based qualifications recommended in section 3.5 each have an associated LAD reference. The full list of units can be found online at: http://readingroom.lsc.gov.uk/lsc/National/Full_List_Unit_Based_Funding_in_the_QCF_05Dec08.xls Units can also be searched for in the LAD using the Learning Aim type ‘QCF Unit’ and selecting the funding model you are interested in. The link below is for the ALR model: http://providers.lsc.gov.uk/LAD/aims/searchresults.asp?learningAimTypeCode=&learningAimTypeDesc=qcf+unit&aimType=L&academicYearId=156&NVQLevelType=1&
Follow the link below for general ILR guidance. This provides the technical detail required for completing the ILR and has a specific document regarding ILR fields A59 &A60. A59 (planned credit value) and A60 (credit achieved). Together, these two fields form the basis of a future Credit Success Rate (CSR) http://www.theia.org.uk/downloads/ilrdocuments/
The LSC Policy Updates at http://qfr.lsc.gov.uk:80/ukvqrp/support also provide information regarding updated ILR entries in the context of policy.
- 7.2 How can we record Offender Learning on the ILR?
-
When working with offenders in the community, and where the programme is fundable via ALR, an ILR must be completed to attract funding. The funding rates for accredited ALR funded courses can also be found on LAD. It is important to note that the funding value shown on LAD does not include additional uplifts such as Disadvantage and Area uplift. These uplifts will be shown on your funding agreement, or can be clarified by your LSC Partnership Manager.
ILR coding for use when delivering to Offenders in the Community A46a and code 86 for all Offenders in the Community, including those on Skills for Life provision.
If you are working with large numbers of Offenders in the Community, it is important to use the ILR codes to show this, as this will identify that you are delivering to a priority group.
Please note; Other PEP courses funded via other funding sources (such as ESF) have different funding rates which will have been agreed during the contracting process.
- 7.3 How can we record progression (including job outcomes)?
-
The LSC Individual Learner Record (ILR) does have a section to complete when the learner leaves the programme (L39) this allows you to identify the destination of the learner after completion of learning.
In addition, due to the generic nature of the L39 field… each organisation is encouraged to record information about progression, including job outcomes using their own in-house system. This information can be useful in terms of measuring impact and planning forward and may need to be shared with partner organisations as we progress. This is a general rule for any organisation delivering PEP, not just those funded through the LSC.All learners registered with the service complete a registration form; the details on this form are then transferred to a database. From this database we create a tracking system. We regularly call all students registered to keep up to date in terms of their job search progress. Also the record is updated in terms of any vacancies they are currently being considered for, training being undertaken etc. Once a candidate has been placed into employment we also follow a tracking process which we call “check-in”. This involves a process of contacting both candidate and employer at various stages, usually day one, end of week one, end of week two, end of first month, 12 weeks in, six months in and end of first year. This helps alleviate any potential settling in problems and also gives us the opportunity to assist with any training needs that may arise. It also ensures the employer is fully supported by the college.
